Need help remembering a 90's song?

Its been bugging me for afew weeks, there was a dance song in the mid 90's era, which begun with a woman talking with no music but bells or chimes or something similar sounding. I remember the cd single have horizontal white borders and possibly the word 'SKY' or 'SKYLINE' on there. Anyone got any idea's before I lose the plot lol..... thanks
