Did Nazi-Germany discriminate against Finnish people?

I think it's fair to say that they did. They did at least not treat them well when they had nothing to benefit from it. Finland and Nazi-Germany fought on the same side during the Continuation War of 1941–44 but it was not a regular partnership. They were simply using each other to get to the common enemy Soviet Union. Many witnesses talks about how they were poorly treated after the partnership was over and Finland started to fight Nazi-Germany and kick them out.
