What constitutional law covers personal freedoms?

If you are ordered to have only 2 gardening outfits in your closet in a garden shed, are your rights being violated if you like to garden while wearing an Armani sequined tail dress? If you are accused of using an agricultural shed for residential purposes violating zoning, how restrictive of your personal freedoms can a court be? Can they make you tear down your garden shed to prevent you from using it in a residential manner if you also use it for tools? Since 21 guys in congress sleep in their Washington offices to save money, showering in the gym, and heating food on hotplates, and bringing sleeping bags into the Congress offices, why can't I use my garden shed keep personal stuff in and sleep in out of necessity? Huh?
